I was hit by a car while walking on the sidewalk. The driver was obviously at fault. I had a badly sprained ankle and could not walk for over a month. The problem is that the driver had no car insurance. So what can I do?

For one, does the driver have any other assets? If so, you may be forced to file a civil claim against the driver personally in hopes of obtaining a judgment and assets to which you might attach to satisfy the judgment.

Third, and probably the most difficult is to look at whether there was any external factor that caused the accident such as a faulty light signal or a downed stop sign. If the driver hit you due to the negligence of the city for failing to correct such conditions, you may also have a claim against the municipality, although these are very difficult.
